Legislation was introduced, bills were heard, and final action votes were taken during the third week of the 2026 legislative session. The Kansas Livestock Association staff continues to actively monitor the issues listed below and many others.
According to the KLA, the Kansas Legislature has so far dealt with the following agriculture-related issues:
Livestock theft – The House passed HB 2413 on a vote of 120-3. The bill, supported by KLA, would increase the severity level of punishment for livestock theft, specifically horses and cattle, to a level 5, nonperson felony. Currently, severity of the crime is based on value, with increasing penalties depending on the value of livestock stolen.
Pesticide labeling – HB 2476 passed the House as amended on a vote of 81-36. The bill would deem federally approved pesticide labels satisfactory in meeting any health or safety warning requirements in Kansas. It also would help prevent frivolous failure-to-warn lawsuits like the recent class action lawsuit against glyphosate in California. KLA supports the bill.
Water pump installation contractor license – The House Water Committee passed HB 2424 as amended. The legislation now is eligible for consideration by the full House. The bill, opposed by KLA, would require water pump installation contractors to become licensed with the state and pay an annual license fee not to exceed $100. The legislation also would require these contractors to submit records of installed pumps to the state. KLA is concerned these requirements could reduce the number of available contractors and raise the cost of well installations for producers.
