Consumer Fees Could Replace Property Taxes

The Kansas Legislature is working on ways to phase out property taxes by 2028.

Senate Bill 488 would phase out property taxes over a two-year period and replace that revenue with a “fair share purchase surcharge” on retail transactions.

Purchases over 20-dollars would face a flat fee of one-dollar-and-sixty-cents, while purchases under 20-dollars would face a seven-point-six-percent fee.

Voters would have to approve a constitutional amendment for the change to take effect.
