A young man was issued a notice for his arrest yesterday after stopping his car to ask a woman for directions on July 9.

Upon approaching the woman, the man proceeded to flash his genitals at the victim and drive away.

Joshua Mesecher 19, has been charged with lude and lascivious behavior and will be required to appear in court after the incident last Tuesday.
