The Kansas House has passed a bill that would define fantasy sports as a legal activity.

The chamber voted 98-21 to approve the measure, which clarifies an ongoing dispute over the legality of fantasy sports. It now goes to Gov. Sam Brownback.

The state’s Racing and Gaming Commission said in August it viewed fantasy sports leagues as illegal lotteries. But Attorney General Derek Schmidt released an opinion in April asserting they are legal games of skill.

Republican Rep. Brett Hildabrand of Shawnee has said he introduced the fantasy sports legalization language to prevent gambling prosecutions against residents that enjoy the popular games.

The bill also would tweak regulations on raffles and bingo. Republican Rep. Marc Rhoades of Newton said he opposed the bill because it would expand gambling.
