Careless ownership and storage of weapons should be subject to prosecution for willful endangerment of the public.

So it’s the victims fault?

Russ..part of the blame needs to fall on the gun-owner for being careless with firearms.
I am sure that the owner knows about the high vehicle burglary rates in Salina.
If the “victim” wouldn’t have presented the opportunity the crime wouldn’t have occurred.

so if a car is stolen, or a hammer, or a shovel, or even a spoon, and used in a crime, it’s the victims fault??? A gun is a tool, nothing more. Stuff gets stolen every day, sadly, this person’s guns were stolen, should be no blame on the victim.
